Action Item #1 (Anderson) - construct a complete draft implementation plan for the quality control initiative by the first few days of November and distribute the document to the standing committee members and other interested parties for comment. To the extent possible within this short time frame, the Program Manager should consult with those involved, and if necessary delegate tasks related to the plan's construction.
